I think it was at the Edinburgh film festival that JK Rowling said that Harry was indeed in his cot and could not have witnessed his parent’s death. I think JK also said that for a person to be able to see thestrals the death they witness must first 'sink in'. So when Harry was only one he would not have had a full understanding of what was happening, but when he witnesses Cedric's death he fully understands what is happening. So after this point Harry has the ability to see thestrals.
